William Pinsky, MD, FAAP, FACC

William Pinsky is Chief Executive Officer of Intealth, President of the Educational Commission for Foreign Medical Graduates (ECFMG) and Board Chair of the Foundation for Advancement of International Medical Education and Research (FAIMER), ECFMG’s nonprofit foundation. Prior to joining ECFMG in mid-2016, Dr. Pinsky was Executive Vice President and Chief Academic Officer of Ochsner Health System (OHS).
He also served as Executive Vice President for Ochsner International and Professor and Head at the Ochsner Clinical School, a U.S. partner of The University of Queensland School of Medicine in Australia. Dr. Pinsky retains an Honorary Professor title from the University of Queensland. Dr. Pinsky graduated from Saint Louis University School of Medicine, and trained at Baylor College of Medicine and at Texas Children’s Hospital. Before joining OHS, Dr. Pinsky held a number of senior academic and executive roles at Wayne State University School of Medicine (Associate Dean) in Detroit, and at the Detroit Medical Center.
Dr. Pinsky has served on the Boards of the Accreditation Council for Graduate Medical Education, the Accreditation Council for Continuing Medical Education, and the Alliance of Independent Academic Medical Centers where he also served as President. He is the founder of Racing For Kids®, a 501(c)(3) foundation that uses professional motorsports to promote the health care needs of children and children's hospitals. Dr. Pinsky is a Fellow of the American Academy of Pediatrics, the American College of Cardiology, and the American College of Chest Physicians. His most recent honors include the Leadership Award for the Faculty of Medicine and Biological Sciences, presented by The University of Queensland in 2015, and The Founders Award, presented by the American Academy of Pediatrics in 2013.
Ronald Blanck, DO, MACP
Interim President, FAIMER
Lieutenant General Ronald Blanck (U.S. Army, retired) joined Intealth in November 2022 as the Interim President of the Foundation for Advancement of International Medical Education and Research (FAIMER). In this role, Dr. Blanck is responsible for developing and guiding the overall strategic direction of FAIMER. He served Intealth previously as Chair of the ECFMG Board of Trustees and as a member of the FAIMER Board of Trustees.
Dr. Blanck is a partner and Board Chair of Martin, Blanck & Associates, a health care consulting company for the private sector and the government. He retired in June 2006 as President of the University of North Texas Health Science Center at Fort Worth, where he headed an academic health center that includes the Texas College of Osteopathic Medicine, Graduate School of Biomedical Sciences, School of Public Health, and School of Health Professions.
His academic credentials include teaching positions at Georgetown University, George Washington University, Howard University School of Medicine, The Uniformed Services University, the University of Texas Health Science Center at San Antonio, and the University of North Texas Health Science Center. A past Governor of the American College of Physicians/American Society of Internal Medicine, Dr. Blanck was named a Master by the specialists’ society.
Dr. Blanck began his military career in 1968 as a medical officer and battalion surgeon in Vietnam. He retired 32 years later as the Surgeon General of the U.S. Army and commander of the U.S. Army Medical Command, with more than 46,000 military personnel and 26,000 civilian employees throughout the world. During his distinguished military career, Dr. Blanck also served as commander of Walter Reed Medical Center, North Atlantic Region Medical Command and Director of Professional Services and Chief of Medical Corps Affairs for the U.S. Army Surgeon General.
Dr. Blanck is the recipient of numerous military honors as well as awards from organizations in the medical community. A graduate of the Philadelphia College of Osteopathic Medicine, Dr. Blanck is board certified in internal medicine.
Steven Kirkpatrick, CPA
Executive Vice President and Chief Administrative Officer, Intealth
As Executive Vice President and Chief Administrative Officer, Steven Kirkpatrick is responsible for implementing and overseeing the enterprise strategic plan and associated initiatives, and for providing overall direction and coordination over enterprise support functions and program services.
Mr. Kirkpatrick’s extensive experience includes strategic development, operations, and financial management of hospital systems, physician networks, and life care. Before joining Intealth, Mr. Kirkpatrick was Director of Finance for the Main Line HealthCare Physician Network, a multi-specialty network of 400 physicians and 150 Advanced Practitioners serving suburban Philadelphia as part of Main Line Health. Prior to this, he held several executive leadership positions with the Montgomery Healthcare System and Einstein Healthcare Network, including President of Fornance Physician Services, Senior Vice President of the Montgomery Healthcare System, and Senior Vice President of Einstein Medical Montgomery. Mr. Kirkpatrick’s experience also includes fourteen years as a Senior Audit Manager for Ernst & Young, where he provided strategic financial consultation on debt and equity financing transactions, business combinations, and start-up organizations.
For the past 20 years, Mr. Kirkpatrick has volunteered for Waverly Heights, Ltd., a senior living community serving the Main Line Philadelphia suburbs, where his roles have included Director and Chair of the Audit, Finance, and Risk Assessment Committees. Since 2006, he has volunteered as a Trustee of The Walden School, an independent, Montessori-based preschool and elementary school in Media, Pennsylvania, where his past roles also include Vice President and Treasurer of the Board of Trustees. He also has served on the Intealth Boards of Trustees.
A Certified Public Accountant, Mr. Kirkpatrick earned a Bachelor of Science degree in Accounting from the University of Delaware.
Robert Bartelt
Senior Vice President, Shared Services
Chief Information Officer, Intealth
As Senior Vice President for Shared Services and Chief Information Officer, Robert Bartelt is responsible for the Information Services Department and the overall technology vision of the enterprise. He is also responsible for the Communications Department, including external affairs and marketing; and the Enterprise Project Management Office, which oversees multiple simultaneous complex projects and organization-wide change management initiatives.
Mr. Bartelt joined Intealth in 2018 as Vice President for Information Technology and Chief Information Officer. As a key member of the executive team and change agent, he has initiated multiple projects to improve the culture, technology, and processes of the Information Services Department and the overall enterprise. These initiatives include the creation of an enterprise digital transformation program, project management office, and an extensive leadership development program that has since been scaled to support all senior leadership of the organization.
Prior to joining Intealth, Mr. Bartelt held several key leadership roles at the Children’s Hospital of Philadelphia, including Director of Infrastructure, Chief Technology Officer, and Associate Chief Information Officer, and he led the Biomedical Engineering Department.
Francine Halushka Katz, Esq.
Senior Vice President & General Counsel, Intealth
As Senior Vice President and General Counsel, Francine Halushka Katz is responsible for providing Intealth with effective legal advice on business issues and company strategies. She provides counsel on a variety of legal topics including corporate governance, litigation, compliance, regulatory requirements, privacy regulations, immigration matters, employment concerns, and applicant issues.
The legal department also drafts and negotiates contracts and writes policies. Ms. Katz works closely with her counterparts within the House of Medicine to tackle common issues of graduate medical education.
Ms. Katz has extensive experience in the health care and life sciences sectors in both non-profit and for-profit environments. Before joining Intealth in 2018, Ms. Katz served as Senior Attorney with Axiom Law—Life Sciences Group, NY. Prior to her time at Axiom Law, Ms. Katz served as Vice President and General Counsel at Saint Peter's University Hospital in New Brunswick, NJ, and later at St. Joseph's Healthcare System in Paterson, NJ. She has also consulted for RWJ Barnabas Health, NJ's largest health care system.
Ms. Katz earned her Juris Doctor degree, with a concentration in Health Law, from Georgetown University Law Center. She earned a Bachelor of Science degree in Public Relations from the University of Florida. She is a member of the American Health Lawyers Association. She also is engaged in several civic and community service activities.
Joshua Kisver, CPA, MBA
Senior Vice President of Finance and Chief Financial Officer, Intealth
As Senior Vice President for Finance and Chief Financial Officer, Joshua Kisver is responsible for directing the enterprise’s financial planning, treasury, financial reporting and general accounting functions. He also provides oversight to risk management activities and other compliance related areas.
Mr. Kisver has two decades of management and financial experience in the nonprofit, health care, and higher education industries. Before joining Intealth in 2015, he held several leadership positions including Senior Audit Manager at Mitchell & Titus, Senior Audit Manager at Grant Thornton, and Vice President of Finance at Philadelphia Youth Network. He currently serves on the Board of Trustees and as Treasurer for Court Appointed Special Advocates for Children – Philadelphia County.
A Certified Public Accountant in Pennsylvania, he earned his Bachelor of Business Administration in Accounting from Temple University and a Master of Business Administration from Drexel University. He also earned an Associate Degree in Applied Science and is a Registered Respiratory Therapist.
Kara Oleyn, JD
Vice President for Programs and Services, ECFMG
As Vice President for Programs and Services, Kara Oleyn is responsible for the strategic initiatives and daily functions of various Intealth core services including ECFMG Certification and international credentialing among others. Ms. Oleyn has vast expertise in international credentials verification and investigations into fraudulent credentials, and she played a leading role in transitioning the organization’s credentials verification to on-line processes.
She has more than 20 years of service with ECFMG, and prior to her current executive leadership role, she held a variety of management positions in Applicant Information Services, Registration and Credentials Services, Program Development, and Special Investigations.
Ms. Oleyn holds a Juris Doctor degree from Temple University Beasley School of Law. She earned a Bachelor of Arts from St. Joseph’s University in International Relations with a minor in Russian and Eastern European Studies and a Master of Liberal Arts from the University of Pennsylvania.
Tracy Wallowicz, MLS
Vice President of External Relations and Chief of Staff, Intealth
Tracy Wallowicz is the Vice President for External Relations and Chief of Staff. As Vice President of External Relations, Ms. Wallowicz fosters strategic relationships with partners, policy makers, and stakeholders and oversees the organization's Exchange Visitor Sponsorship Program (EVSP). She also directs many of the organization’s advocacy efforts.
In her role as Chief of Staff, Ms. Wallowicz supervises all activities related to the ECFMG and FAIMER Boards of Trustees, serves as Board Secretary, and is responsible for management of the Executive Office. She has broad experience and expertise in issues related to U.S. Department of State regulations, immigration for foreign national physicians, graduate medical education, physician well-being, and cultural exchange.
In her more than 20 years with the organization, she has contributed to numerous publications and regularly serves as a panelist and presenter at national meetings. Additionally, she collaborates with partner organizations on a variety of issues and works closely with Department of State officials in the administration of ECFMG's J-1 program. Ms. Wallowicz is a graduate of Westminster College, where she studied communications and public relations, and holds a master’s degree in legal studies from Drexel University.
